Supervisors Vote to Keep RB in One District

Two of three proposed redistricting plans had Rancho Bernardo split along Interstate 15.

The San Diego County Board of Supervisors on Tuesday voted to move forward with a redistricting plan that keeps Rancho Bernardo in a single district.

The selected plan—RAC Draft Plan 5-7—was the only one of three proposals that did not split RB along Interstate 15. The other two plans leave the western portion of the community in District 3, under Supervisor Pam Slater-Price, but move RB east of I-15 into District 2 with Ramona and Poway.

The next step now is for staff to craft a redistricting ordinance based on RAC Draft Plan 5-7  that will go before the Board for a first reading on July 12 and final approval in August.

During Tuesday's hearing, several speakers spoke out against specific proposals and the redistricting process in general, including RB Community Council Vice-President Estelle Wolf.

"While we appreciate what each individual supervisor has done over the years, it would be inappropriate to lump half of Rancho Bernardo in North County inland with issues pertaining to East County residents," Wolfe said in addressing the Board.

The RB Community Council sent a letter to the Board expressing opposition to plans that would split RB.

The Board undergoes redistricting every 10 years to realign boundaries according to census population data. A citizen's committee—the Redistricting Advisory Committee or RAC—was tasked with drawing up these latest boundaries. Public hearings were held and residents and groups could submit their own proposals.

RAC Draft Plan 5-7 was selected with the caveat that a few changes be made some eastern areas of the map.
