RB Planning Board Preview: Violations and MAD Takeover

The board is scheduled to meet Thursday night.

The Rancho Bernardo Planning Board is scheduled to meet at 7 p.m. Thursday at the Oaks North Community Center, 12578 Oaks North Dr.

Here's a look at what's on the agenda (full agenda attached):

  • Violations: City officials have advised the Planning Board to make several changes, including rescinding the appointment of a board member, in response to complaints from three people about possible Open Meeting Law and city policy violations. The possible violations range from improperly adding voting items to the agenda at the last minute to barring public comment. The board is scheduled to vote on sending response letters to the city that deny that the violations occurred.
  • MAD Takeover: The Planning Board has been advised by city officials to retract a letter sent to San Diego City Councilman Carl DeMaio's office last month requesting to take control of the Maintenance and Assessment District Committee, which currently falls under the RB Community Council. The letter, dated Nov. 11, was not brought before the board for a public vote and should not have been sent without that being done, an official said. The board has been advised to docket it on the agenda, which has been done for Thursday's meeting. The city is "not aware of the origins of the letter," planner Brian Schoenfisch said to Patch in an email. Board chair Teri Denlinger has refused to comment.
  • Welcome Sign: Ed Muna, chair of the MAD Committee, will discuss a possible new process to pick a welcome sign design. Muna, at a MAD meeting on Monday, said he planned to propose the creation of a new committee composed of three members from the RB Planning Board and three from MAD who would work together to come up with a sign to please most—but not likely all—members of both groups. Muna said he was not sure if the new process would involve public voting, as has been done for previous designs, or how a new design would be created.
  • AT&T Wireless Project: From the agenda: "AT&T presenting project located at 18448 W. Bernardo Dr. in RB Community Park. Planned Development Permit, Conditional Use Permit, and Neighborhood Use Permit required to modify existing wireless facility."
  • District E (Seven Oaks) Vacancy: Residents may seek appointment to fill an open position in the district. The board recently voted to remove former member Joe Dirks, who represented Seven Oaks.
