Towards living in a perfect world, the "obvious response" is to require all trains to increase the decibel levels on their horn blasts.....and to use them unceasingly during their travels throughout the entire county. Surgeons might be deprived of some sleep, which might create some problems for their (say) 8 patients the next day. But there are probably at least 20 highly paid government bureaucrats whose only job it is to to monitor the trains and their noise-making devices. We should all be glad to pay more taxes and be woken in the middle of the night in order to preserve those highly paid government jobs.
